The Operational Research Club was founded in April 1948 and its main activities were to hold scientific meetings and, from 1950, produce a quarterly journal. Having read maths at Birmingham University in the 1950s, Haley was a research assistant in the Department of Engineering Production at the University 1953-7. He was part of the National Coal Board's Operational Research Group 1957-9. From 1959, he has taught at Birmingham University, becoming the country's first formal lecturer in operational research.
